WELCOME TO GORDON'S BAY

A group of concerned residents has come together to explore the feasibility of establishing a Gordon’s Bay Village Improvement District (GBVID). Over the years, we've witnessed the impact of the ‘broken window’ effect, which has contributed to the decline of our town’s cleanliness, safety, and overall appeal.

By looking at neighbouring towns that have successfully implemented a City Improvement District (CID), we can see firsthand the positive transformation in services, municipal support, and the overall environment. To restore Gordon’s Bay to a clean, safe, and welcoming town, we believe this is the path forward.

What is a Village Improvement District (CID)?

A Gordon’s Bay Village Improvement District (CID) is a defined geographical area where property owners contribute additional rates to fund supplementary municipal services aimed at improving and upgrading the area. These initiatives are guided by a structured business plan. CIDs can be commercial, industrial, residential, or a combination of these and are also known as Special Rating Areas (SRAs).

What Services Will a CID Provide?

A CID enhances municipal services by funding initiatives such as:

Additional public safety – improving security for residents and businesses:
Cleansing services – maintaining cleaner streets, public areas, and open spaces
Urban maintenance – addressing neglected infrastructure and environmental concerns
Upgrading of the environment – beautification projects, green spaces, and overall improvement
Social upliftment – supporting initiatives that help vulnerable members of our community

Why Is This Important for Gordon’s Bay?

A CID allows residents to combine resources to create a well-managed, safe, and attractive environment. By working together, we can promote:

A shared sense of pride and responsibility in our town
A safer community with reduced crime and lawlessness
Better urban planning and maintenance for streets, public spaces, and beachfront areas
Joint initiatives such as waste recycling and energy-efficiency programs

The Urban Management Survey – Have Your Say!

We are working closely with the City of Cape Town, and the first step in this process is understanding the specific challenges our community faces.

During March 2025, an Urban Management Survey has been sent to all property owners within the proposed CID area. This survey is a crucial step in gathering feedback on key concerns, including:

Crime and safety – the need for improved security and law enforcement
Homelessness and social challenges – finding solutions for vulnerable individuals
Road safety and lawlessness – reckless driving, speeding, and illegal substances
Cleanliness and maintenance – addressing neglected areas, litter, and insufficient services
Future development and upgrades – creating a clear vision for Gordon’s Bay’s future

What Happens Next?

The results of the survey will help the steering committee understand the strengths, weaknesses, opportunities, and threats facing Gordon’s Bay. This data will shape our Business Plan and budget, which will then be presented at a Public Participation Meeting for further discussion and approval.

Important to Note: Completing the survey does not mean you are voting for or against the CID—it is simply an information-gathering exercise to determine the needs of our community.
