A community-led initiative to restore safety, beauty, and pride in our seaside town


Gordon’s Bay deserves to thrive. Right now, our town faces challenges – littered streets, safety concerns, and neglected public spaces. But together, we can change this. By establishing the Gordon’s Bay Village Improvement District (GBVID), we’ll fund targeted upgrades to make our town cleaner, safer, and more vibrant.

WHAT IS A CITY IMPROVEMENT DISTRICT (CID)?


A City Improvement District (CID) is a collaborative initiative between property owners, businesses, and the City of Cape Town to enhance local services beyond basic municipal provisions. Through a small additional levy, CIDs fund targeted improvements such as safety initiatives, cleanliness, and urban upgrades – all tailored to the community’s specific needs.

In Gordon’s Bay, we’ve named our CID the Gordon’s Bay Village Improvement District (GBVID) – reflecting our commitment to preserving and uplifting our unique coastal village charm.

WHY IT WORKS

  • Your contribution stays local, funding projects you prioritise.
  • Proven results: CIDs in nearby areas (Strand and Somerset West) have significantly reduced crime and boosted business visibility.
  • Protects property values and attracts investment to our town.
  • Your funds (less 15%) come directly to the CID for improvements (the City keeps 15%, which is refunded at the end of the year if not used)
  • The GBVID has direct contact with City officials and works with them to ensure that our plans integrate with the City’s plans, whether for cleaning, roads, security, etc.

HOW GBVID WILL WORK


Business plan presentation

  • A detailed business plan is presented to residents and businesses within the proposed GBVID area for review.
  • The community then votes to approve or reject the establishment of the CID.

City approval and board election

  • Once the vote passes, the City formally approves the CID.
  • A new board of directors is elected from residents and stakeholders within the GBVID area to oversee operations.

Community-driven priorities


Residents and businesses collectively decide on focus areas, such as:
  • Enhanced security measures
  • Cleanliness and litter management
  • Infrastructure upgrades and maintenance

Transparent funding and management

  • A small levy is collected and pooled into a dedicated GBVID fund.
  • The locally elected Board ensures accountable and transparent financial management.

Measurable outcomes and reporting

  • Regular progress reports are shared with the community on project milestones.
  • All expenditure and results are tracked and communicated openly.
